England boss Roy Hodgson will name his 23-man Euro 2016 squad on Monday after giving himself four extra days to assess his players' fitness.
Hodgson originally intended to reveal his squad on 12 May before the final round of Premier League games.
Uefa's deadline for all 24 teams to submit their squad is 31 May.
England have warm-up games against Turkey, Australia and Portugal before the finals, which are being played in France between 10 June and 10 July.
Arsenal forward Danny Welbeck is expected to be ruled out with an injury to his right knee suffered in Sunday's 2-2 draw against Manchester City.
Club-mate Alex Oxlade-Chamberlain, 22, is already missing the tournament.
There are also fitness concerns over another Gunners midfielder, Jack Wilshere, who has just returned to Arsenal's first team after 10 months out with a broken leg.
Liverpool's Jordan Henderson suffered knee ligament damage last month but Reds manager Jurgen Klopp said the 25-year-old will be ready for the tournament.

England manager Roy Hodgson has issues to contend with surrounding team selection and match fitness.
The centre of England's defence looked unconvincing even in victory against Germany in Berlin and again in the home defeat to the Netherlands, pointing at trouble ahead against quality opposition at Euro 2016.
Hodgson may have preferred a youth partnership in the shape of Manchester United's Chris Smalling and John Stones of Everton. Stones' form, however, has disintegrated amid Everton's poor season and Hodgson may well feel he has to revert to Chelsea's Gary Cahill for experience.
The big fitness worry is Arsenal's Wilshere, who has missed almost the entire season, but is so admired by Hodgson. And while captain Wayne Rooney's place has been debated, Hodgson will surely find a place for a player of such influence.
