AFC Wimbledon boss Neal Ardley does not have any fresh injury worries from their semi-final win over Accrington.
The Dons are aiming to reach the third tier for the first time since their formation in 2002.
Reuben Reid is fully fit for Plymouth's first trip to Wembley in 20 years, but will likely have to make do with a place on the bench.
Chelsea loanee Jordan Houghton is fit after missing the semi-finals but Josh Simpson and Ryan Brunt are out.
Wimbledon began life in the ninth tier of English football but reached the Football League in 2011 after winning five promotions in nine years.
The Dons finished the campaign seventh in the table thanks to six victories in their final eight matches, and are playing their first competitive match at Wembley.
Plymouth are looking to end a five-year stay in League Two and ended the season fifth, four points off the automatic promotion places.
AFC Wimbledon manager Neal Ardley told BSports Radio London:
"I don't think there is much between the two teams. Would Plymouth deserve to be slight favourites? I think probably so.
"I used to watch managers lead their teams out at Wembley and I thought 'wow'. That was something I always hoped I'd do and to do it three and a half years into my first managerial job is fantastic.
"We are there to win the game and try to get promoted. From my point of view I want to take it all in.
"I am going to try to take it in and play my part in helping the players. It is not going to be easy as there will be edgy moments all the way through."
Plymouth Argyle manager Derek Adams told BSports Radio Devon:
"It's a play-off final and we've got to win the game to get to the league above us and we can't forget about that.
"It's not just another game, it's an important game for Plymouth Argyle.
"We've taken a fantastic support with us, there's going to be nearly 35,000 there which is a fantastic effort for the people of Plymouth."
